When a report is required

Permits, planning, protection, insurance, dispute.

An arborist report is the formal written assessment of a tree or group of trees, prepared by a qualified arborist for submission to council, a planner, an insurer, or a court. The most common triggers are: removal of a canopy tree regulated under Clause 52.37, construction within the tree protection zone (TPZ) of a protected tree, planning permit applications on properties affected by a Vegetation Protection Overlay or similar, and insurance claims following storm damage.

On 15 September 2025 the state-wide Clause 52.37 (Canopy Trees) introduced a new permit requirement for removing, destroying or lopping canopy trees in most Victorian residential zones. It applies in addition to planning overlays and council local laws, so many properties that previously needed no permit for backyard tree removal now do. Applications are assessed under the fast-tracked VicSmart process (10 business days), and a report supporting removal on health or stability grounds must be prepared by a suitably qualified arborist and address the specific zone, overlay, and exemption criteria that apply to the property.

They comply with AS 4970:2025 (Protection of Trees on Development Sites) and AS 4373-2007 (Pruning of Amenity Trees) where applicable, and are formatted to each Melbourne council's specific lodgement requirements.

From 15 September 2025, a state-wide planning permit is required to remove, destroy or lop a canopy tree (over 5m tall, trunk circumference over 0.5m at 1.4m, canopy at least 4m wide) in most residential zones: any canopy tree on vacant land, and trees within 6m of the street frontage or 4.5m of the rear boundary where a house exists. Dead trees, immediate hazards and light pruning are exempt. Eligible applications go through VicSmart: a 10-business-day statutory assessment once complete. Overlays and council local laws still apply alongside. Our Clause 52.37 guide covers the full rules.

AQF Level 5 is the Diploma of Arboriculture, the standard most Melbourne councils require for any report that has legal or planning weight. AQF Level 3 (the Certificate) is enough for routine arboriculture work but not for reports going to council planners.
